at the second session thereof, which commenced at Dover, on Tuesday the twenty-ninth day of May, it [sic] the year of our Lord, one thousand seven hundred and ninety-two, for the purpose of reviewing, altering, and amending the constitution of this state, or if they see occasion, for forming a new one instead thereof.
