John Francis was born 30 May 1763 in Philadelphia, Pennsylvania. His parents were Tench Francis and Anne Willing. He married Abigail Brown, daughter of John Brown and Sarah Smith, in 1788. He died in 1796 in Providence, Rhode Island.
