Since the terrorist attacks on 9/11,the threat against western Civilization has increased significantly .The almost daily attacks against Computer Systems by Hackers, Criminals and foreign State Organizations have created the beginning of the “Digital War”. In order to counter such threats, which could have devastating effects against Defence Systems, the Industry, “Critical Infrastructures” worldwide as well as the “well being “ of societies, adequate Counter-Measures had to be implemented. The author describes developments on the field of Data Mining, Social Network-Analysis Techniques, Surveillance, Lawful Interception and other specific tools for the gathering on Intelligence by electronic Means with special emphasis to the United States and Europe. The European Union is fostering a series of combined efforts to counter the threat out of the Cyber-Space against vital Systems in Europe. Additionally, the EU supports efforts to develop systems for “Mind-Control“ and Surveillance of Crowds in Urban Areas as well as future “Behaviour Control” of the populace by means of the System “INDECT”. In the Framework of the “EU-Stockholm-Programme” and because of the creation of the “Schengen-Area”, an area without boundaries in Europe, European Organizations have increased their exchange of sensitive Personal Data significantly. Additionally, the lawful interception of communications data and their retention by national authorities have increased since. The Author also describes the European national Intelligence – and Security Agencies, as far as their capabilities for Communications Surveillance and Signals Intelligence are concerned. The “Information Sharing” among the European Union Organizations gains specific importance, also concerning their Partners abroad. The work concludes with an oversight of additional measures, planned to be implemented by European Institutions in the near term in regard of the collection of additional Personal Data, their retention and availability to Police, Juridical Organisations, Customs, Border Control Service and Intelligence Services in the European Union.
