Eleven hill states of India, lacking severely in economic resources, and geographically isolated from the rest of the country but sharing international boundaries, comprise the group of 'special category states'. These states are Arunachal Pradesh, Assam, Himachal Pradesh, Jammu and Kashmir, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, and Uttarakhand.
